Stacking Cooldown Timebank for Looters

My proposal is too give looters an 8 hour timebank to fill. For example, if a looter wins, add a 2 hour cooldown to that team. That team can still loot as long as the total cooldown timebank is less than 8 hours.
Why?
This function would especially target botters who are able to programmatically select teams that they know will not reinforce, since cooldown is theoretically only added if a looter wins.
Reducing frustration and stress for human looters: Human looters will feel a bit better knowing that atleast their cooldown timebank is decreasing when they fail to beat captcha. They can also rest easy knowing that their timebank will be at 0 when they wake up.

Every team they have 16 energy max.
1 energy = 1 loot
zero cost energy to mine
if the team already used the 16 energy on that day they cant loot anymore. They need to wait reset time or the next day for them to loot again
If the team want to mine only they can mine all day with or without energy
